Convicted felon charged with two new sexual assaults in Concord

A man with a previous sexual assault conviction has been charged with two more after allegedly assaulting two women. 

According to Concord Police Department, on December 8, a woman was walking on Minert Road near Oak Grove Road when a man grabbed her and attempted to kidnap her. 

The next day, police say the suspect returned to the area and allegedly sexually assaulted another woman. 

CPD found the license plate number of the suspect’s car, which led the police to his home in Concord. 

The suspect is identified as 22-year-old Rafael Mendoza-Reyes. He is now held at the Contra Costa County Jail. 

According to police, Mendoza-Reyes was arrested in June after sexually assaulting a woman gardening her front year. He was later convicted. 

But, his prison sentence was suspended, and he was released from jail four months later. 

CPD continues to investigate. 

The department says there could be more victims and encourages anyone who may have been a victim of Mendoza-Reyes to contact CPD detectives or CPD’s Special Victim’s Unit at 925-671-3235.
